    Decide on the length of your tutu skirt. Cut the tulle pieces two times the length of your skirt.

    Fold the tulle in half lengthwise. Feed the folded end through a hole on the waistband until you have created a loop. Thread the loose ends of the tulle through the loop and pull tight.

    Repeat steps 1 and 2 to fill out the skirt. Alternate holes and rows to create a fuller looking skirt.

    Use a hot glue gun or fabric glue to attach the embellishments (and any other embellishments you are adding) that came with the tutu to the tulle and waistband.
