1Paint wood rectangle with blue acrylic paint and let dry. Lay stencil onto surface and lightly pounce with white acrylic paint. Remove stencil and let dry. Repeat until rectangle is covered in stars. TIP: If outlines of stars are fuzzy when stencil is removed, use a fine point paint marker to clean up edges.
2Lay out ribbon in desired pattern. For the portion that will lay under the wood rectangle, cut the ribbon to 22” long. Fold in half then glue to the back side of the wood one inch from the edge. For the ribbon that sits to the right of the wood rectangle, cut the ribbon to 36”, fold in half and glue end of dowel rod into the fold. Glue the remainder of the dowel rod to the back of the wood rectangle, along the top edge. The ribbon should sit right up against the edge of the wood.
3Cut a 8.5" piece of ribbon. Glue to top to create hanger.
